These were part of a huge lot of 1940s era photo booth photos that has since been dispersed into many different collections. No one knows who is this woman and why is she ticking these soldiers under their chins while taking pictures?
Did she work for the Red Cross or U.S.O entertaining soldiers about to head off to war? Or did she just work at a bar close to a military base? Was she sending them off to battle or welcoming them home (the photos were probably taken in 1944 or 1945)?
A mystery.

Maybe she was ticking because she was a bomb.

I think you might be right - she was probably with the USO and was sending soldiers off or welcoming them home, or maybe just a morale event at base camp. The woman is wearing three different dresses, so I assume the photos were taken on three different days.
